    Off-leash ideas hit roadblock in Halifax

    Off-leash zones dog-eared for five Halifax-area parks might not go ahead as planned this fall.

    A few of the councillors whose districts could be hosting the new off-leash zones were surprised they were even in the running.

    “I didn’t even know that Hemlock Ravine was being considered,” Coun. Debbie Hum (Rockingham-Wentworth) said Monday.

    The park was included in a list along with Sandy Lake, Fort Needham, the Dartmouth Commons and Shubie Park for its off-leash potential.

    City staffers have recommended the parks could be for shared use with man’s best friend but councillors must first approve them.

    PROPOSED OFF-LEASH PARKS:

    The city proposes a pilot program this fall to test a few areas for their off-leash potential.

    They include:

    YEAR 1

    Shubie Park, Dartmouth

    Fort Needham Memorial Park, Halifax North

    Dartmouth Commons

    Sandy Lake Park, Bedford

    Hemlock Ravine Park, Rockingham-Wentworth

    Ten sports fields from all over HRM, to be chosen after sport season ends in October

    YEAR 2

    Ravenscraig Park, Armdale

    Glenbourne Park

    Jacks Lake Regional Park, Bedford

    OTHERS UNDER CONSIDERATION

    Flynn Park, off Quinpool Road

    Sackville-area parks

    With the exception of new signage, dog waste containers and bag dispensers, no substantial site infrastructure is required for the startup of the off-leash zones.

    UPDATE 

    Saying it is striking a balance between local dog owners and other city park users, Halifax regional council Tuesday approved a pilot program that immediately increases the number of off-leash areas in the municipality.

    The two-year project will cost about $10,000 to implement, council’s committee of the whole session heard. It designates five sites — Dartmouth Commons, Fort Needham Memorial Park, Hemlock Ravine, Sandy Lake Park and Shubie Park — as off-leash areas in the first year of the strategy.

      Hi There;

      On behalf of Toronto Unleashed, I am trying to find links to Off-Leash and Dog Owner Associations in other Canadian munipalities to add to our discussion group files and network.

      Toronto City Council is scheduled to debate the proposed dogs off-leash policy and commercial dog walkers policy at their sitting July 16 & 17, 2007. While it is less than ideal for both dog owners and those who want off-leash dogs out of City parks, this process has dragged out for so long that I for one am inclined to say pass the darned thing and we can iron out the kinks as it gets implemented!

      Love to know what is happening with the proposed Halifax policy - have the Councillors come around to the idea?
